Doing a brief look-up, it is from a single-episode hentai called "Seito Kaicho Hikaru", which apparently is about three ladies trying to end perversion in a corrupt school. Doesn't look like they are successful...
The UI depiction in there makes it look very game-like. Sadly it is not known to be an actual game, as far as I know. Looks like if it was, it would be fun indeed!
